PREVENTION OF DRUG USE IN THE WORKPLACE
Following the adoption of the 2011-2014 Pompidou Group Work Programme, the first meeting of the ad hoc expert group on the prevention of drug use at the workplace, took place on 30 June 2011 at the Council of Europe Paris Office, Paris.
All of the Pompidou Group member States were invited to nominate national experts with recognised knowledge in the occupational health field to participate in the expert group.
The aim of the meeting was be to define the organisation of work and to fine-tune the methodology with regard to achieving the following outputs:
• to understand, and hence deal better with, individual factors (such as personal vulnerabilities and skills) and environmental factors (such as the social, economic and cultural context) conducive to drug consumption in the workplace;
• to provide benchmarks for all active partners to strengthen the framework in which any monitoring or checks may be conducted, regulated or prohibited;
• to improve exchanges of information between member countries and co-operation with other international bodies active in this field, particularly the International Labour Organisation and World Health Organisation, to make the entire body of texts and conventions which clarify or govern this matter at international level available;
• to rectify any shortcomings noted in prevention and safety measures.
The results of the work was presented at the high level conference on "Alcohol, drugs and prevention in the workplace: What are the issues and challenges for the Government, the Company and the Staff?" (14/15 May 2012, Strasbourg) and will be used as a basis to set up a policy to prevent addictive behaviour with due regard for personal freedoms and a lever to improve working conditions. 26/05/2012 Working conditions in fisheries: key agreement signed by social partners
Representatives of the European Union's employers and trade unions in the sea fisheries sector signed an agreement to ensure that fishermen have decent working conditions on board fishing vessels with regard to minimum requirements for conditions of service, accommodation and food, occupational safety and health protection, medical care, and social security.
This agreement implements at EU level the International Labour Organisation (ILO) Convention on "Work in the fishing sector"(n° 188).

Late pre-registration of substances to be registered in 2013 closing soon

To benefit from the extended deadlines for registering phase-in substances under the REACH Regulation, registrants have to pre-register their phase-in substances. The latest opportunity to late pre-register phase-in substances due to be registered by the 2013 registration deadline is 31 May 2012. Helsinki, 25 May 2012 - All substances with phase-in status that are produced or imported into the EU in quantities above 100 tonnes per year must be registered on 31 May 2013 the latest.
To benefit from the staggered registration deadlines, phase-in substances that are manufactured or imported above the one-tonne threshold need either to have been pre-registered by the original pre-registration deadline in 2008 or "late" pre-registered within six months of the first manufacture or import of the substance.  However, the possibility to "late" pre-register substances to be registered by 31 May 2013 ends one year before the deadline, i.e. on 31 May 2012.
After that date, companies need to submit an inquiry to ECHA and register the substance before manufacturing/importing can take place.
Substances that need to be registered by the 2018 REACH registration deadline, i.e. substances that are for the first time manufactured or imported in quantities between 1-100 tonnes per year (and not classified as CMRs) can still be "late" pre-register within 6 months of the first manufacturing or importing.

Sophisticated simulations predict future warming

The chances of our planet being hit by a global warming of 3 degrees Celsius by 2050 is as likely as it being hit by an increase of 1.4 degrees, new research shows. Presented in the journal Nature Geoscience, the British study ran close to 10 000 climate simulations on home computers via a sophisticated climate model to get the results, which suggest that failure to stop emissions will force Earth to cross the two-degree barrier before this century ends. The study was funded in part by the WATCH and ENSEMBLE projects. Both WATCH ('Water and global change') and ENSEMBLE ('Ensemble-based predictions of climate changes and their impacts') were backed under the 'Life sciences, genomics and biotechnology for health' Thematic area of the EU's Sixth Framework Programme (FP6) to the tune of almost EUR 10 million and EUR 15 million, respectively.

Further updated Guidance on Information Requirements and Chemical Safety Assessment for nanomaterials - The European Chemicals Agency (ECHA) has published three new appendices, updating Chapters R.8, R.10 and R.14 of the Guidance on Information Requirements and Chemical Safety Assessment (IR & CSA). These appendices focus on Chemical Safety Assessment and provide further recommendations for registering nanomaterials.
