THE EUROPEAN SATURDAY OF SAFETY AND HEALTH AT WORK, TRANSPORT SAFETY, FOOD SAFETY AND ENVIRONMENT

CE marking: 20 years of safe products for Europe – standards and single market made easy - 2005 marks 20 years since the launch of the policy ‘New Approach to technical harmonization and standards’. It revolutionised European product legislation by making EU wide harmonisation possible based on the simple condition that the producer guarantees that its products are safe. This regulatory technique covers very wide industrial sectors such as household appliances, other electrical equipment, medical devices, machinery, electrical and pressure equipment, measuring instruments, toys, personal protection equipment and many others. Together, the trading volume of the products covered only by the major sectors is estimated to exceed € 1,500 billion per year. Most products covered by this legislation have to show the CE marking. In June 2006, the Commission will propose a review of the new approach with a view of strengthening its implementation. At a conference in Brussels on the occasion of the 20^th anniversary of the new approach, Commission Vice President Günter Verheugen, responsible for enterprise and industry policy, said: “The New Approach is a role model for better regulation and for a functioning single market which benefits consumers and business alike. This is why we envisage extending it to other areas, such as tractors and the environment.” more...

Trade policy: EU says no final date for ending export subsidies until others sign up to reform – The European Union is not willing to discuss dates for the elimination of export subsidies, until other countries sign up to transparent reform to their forms of export subsidies. The European Union accepted elimination itself in July 2004 on condition that others did the same. Europe’s commitment to eliminating all export subsidies in an unequivocal, transparent way remains absolute. But every form of export support distorts world markets and the the need to act applies to all governments engaged in export subsidisation. Peter Mandelson, EU Trade Commissioner, said: “For the EU to offer a final date for eliminating Europe’s export subsidies before others have even made equivalent commitments to reform would be senseless. We need to use these negotiations to get compliance by all. That is the point of a multilateral negotiation.” more...

Culture 2000 Programme: 217 pan-European projects to be supported in 2005-2006 - The European Commission announced 22 december 2006 the selection of 217 projects which will have been offered grants in 2005 under its Culture 2000 programme. A total of over 33 million euro will be granted to around 700 cultural organisations, as 30 countries are taking part in Culture 2000 (2000-2006). Culture 2000 is the Commission’s cultural programme and supports annual as well as multi-annual cooperation projects, thus encouraging and promoting the establishment of European cultural networks. In 2005, 196 annual projects (including translation projects) have been selected to a total of around 18 million euro, as well as 21 multi-annual cooperation projects (focusing on the visual arts, performing arts, cultural heritage, literature, books and reading) to a total of around 15.5 million euro. In addition to the 25 Member States of the EU, the EEA (Iceland, Liechtenstein, Norway) countries and two acceding countries (Bulgaria and Romania) participated in the programme. more ...

La sicurezza negli stadi inglesi - La frequenza degli spettatori e dei tifosi di calcio negli stadi inglesi è passata dai 16 milioni di persone nella stagione 1985/1986 ai 30 milioni dell’ultima, 2004/2005. Tra le due competizioni, la prima delle quali è stata segnata da una gravissima tragedia, tutto il movimento spor tivo inglese, ed in par ticolare quello del calcio, ha intrapreso un’attività molto seria di revisione e di ammodernamento del livello di sicurezza degli impianti, che nel corso degli anni ha dato i suoi frutti. L’11 maggio 1985 nello stadio di Bradford (Regno Unito) si sviluppò un incendio, probabilmente originato da un fiammifero o da una sigaretta, che interessò un’intera tribuna dell’impianto. A causa di questo incendio persero la vita 56 persone, mentre altre 265 subirono conseguenze di diversa entità. Quattro anni più tardi, il crollo di una par te della struttura dello stadio Hillsborough a Sheffield uccise 96 spettatori. A seguito di questi due eventi nel Regno Unito fu avviata una estesa attività di revisione e di miglioramento della sicurezza degli impianti sportivi, finalizzata ad evitare il ripetersi di tali tragedie. A distanza di venti anni, è possibile tirare le somme dell’impegno, che ha interessato più di 200 impianti, di cui 20 sono di nuova costruzione. continua >> (3 pagine in PDF) .
